If a traceback or suspicion of fraud is detected as originating from an ANI identified with the VSP, the UNP can readily identify the company responsible for PICing the end-user ANI to the UNP's network and work with VSP to address the issue.\n\nTherefore, VSP cannot be STIR and SHAKEN since it relies on its UNP to sign each call (See 64.6301 (A)(1) and (2). As a result, VSP is submitting its Robocall Mitigation Plan attached hereto, setting forth how it will address those issues identified by its UNP.","investigate_descript":""}
