If a traceback or suspicion of fraud is detected as originating from an ANI identified with the VSP, the UNP can readily identify the company responsible for PICing the end-user ANI to the UNP's network and work with the VSP to address the issue. Therefore, VSP cannot implement STIR\/SHAKEN since it relies on its UNP to sign each call (See 64.6301 (A) (1) and (2)). As a result, VSP is submitting its Robocall Mitigation Plan attached hereto setting forth how it will address those UNP issues identified by its UNP.","investigate_descript":""}
