The letter alleged that a Twilio client, PhoneBurner Inc. (PhoneBurner), was using Twilio's network to enable an apparently illegal robocall campaign on behalf of PhoneBurners' client, MV Realty PBC, LLC (MV Realty). \n\nUpon receiving the FCC's letter, Twilio took swift and immediate action and responded to the FCC on January 25, 2023 to report that Phone Burner and MV Realty's traffic had been removed from our platform. Twilio then initiated a thorough investigation and provided the FCC with a further response regarding its efforts to combat robocalling on February 15, 2023. That further response outlined Twilio's investigation and the corresponding action Twilio took regarding the suspected illegal robocall traffic mentioned in the letter, the safeguards Twilio implements to prevent customers from using our network as a platform to originate calls, and other additional measures Twilio takes to prevent new or renewing customers from using our network to transmit illegal robocalls. Since submitting the response, Twilio has received no further information or inquiries from the FCC concerning the status or final determinations associated with the matter. \n\nIn the wake of receiving the letter, Twilio undertook a comprehensive reassessment of its robocall mitigation efforts and implemented new and improved protocols and processes to prevent the future transmission of robocalls across its network. This involved increasing our analytics efforts to better identify suspicious traffic, additional proactive monitoring based on suspicious call metrics, adopting YouMail's \"Watch\" service, which actively monitors US phone numbers for illegal robocall activity and provides downloadable details that include evidence of illegal robocalls made with that number, revamping our internal voice compliance training modules, and updating our traceback response protocols to be more efficient. Twilio continues to work to improve its stance on robocalls as technology and bad actors' techniques evolve."}
