If a traceback or suspicion of fraud is detected as originating from an ANI identified with the VSP, the UNP can readily identify the company responsible for Picing the end-user ANI to the UNP's network and work with the VSP to address the issue.\n\n Therefore, VSP's can only be considered as Partially Compliant with STIR\/SHAKEN since it rely's on its UNP to actually sign each call (see 64.6301 (A)(1) and (2).
